Experience in Quality Assurance of Higher Education:

  • As Chair of the Institutional/ programme review Panel:
    • 2017- Quality assessment of programmes and qualifications in study field of Education at Liepaja University, Latvia. The work performed for the Academic Information Centre (AIC), LATVIA
  • As a Member of the Institutional/Programme review Panel:
    • 2017- quality assessment of a Bachelor programme in Liberal Arts and Sciences at St. Petersburg University, RUSSIAN FEDERATION
    • 2015- Institutional quality review of the University of Peja “Haxhi Zeka”, KOSOVO. The work performed for Kosovo National Accreditation Agency (KAA)
    • 2005- Institutional Quality Review of 9 Higher Education Institutions in Ireland. The work performed for the Higher Education and Training Awards Council (HETAC), IRELAND
  • As a Vice-Rector for Quality Assurance and Accreditation at the University of Agribusiness and Rural Development (UARD), Plovdiv, BULGARIA:
    • Organising and conducting annual monitoring of the institutional quality assurance system and reporting to the Academic Senate (2014-2020);
    • Supporting and contributing to the continuous development of institutional quality policies, strategies and procedures;
    • Organising and conducting institutional and programme self-assessment processes and producing the Self-assessment reports for the purposes of external evaluation and accreditation by the National Accreditation Agency (NEAA);
    • Developing the institutional staff-development for quality assurance programme and delivering training courses for university staff (2015-2019).

Experience in external reviews of quality assurance agencies:

  • As a Member of EQAR Register Committee (since 2019):
    • Commits to evaluation and decision making upon applications for inclusion on the Register or renewal of registration, substantive change reports and third-party complaints;
    • Provides expert analyses on applications and change reports of QA agencies as nominated rapporteur for selected cases;
    • Shares responsibilities for adopting Procedures for Applications and takes part in considering and improving policies on the use and interpretation of ESG.
  • As Secretary of ENQA Review Panels:
    • 2016- review of the High Council for Higher Education and Research Evaluation (HCERES), FRANCE
    • 2013- review of the Quality assurance and qualifications’ recognition agency (NOKUT), NORWAY
  • As ENQA review expert:
    • Review of the accreditation agency (AKKORK) -2011 and 2014, Moscow, RUSSIAN FEDERATION

  • Capacity building for QA agencies and their staff:
    • 2019- Training for ANQA reviewers (the Armenian National Quality Assurance Agency)
    • 2014- capacity building seminars on institutional approval policies, processes and standards for the staff of Bahrain Qualifications and Quality Assurance Authority, BAHRAIN
    • 2014- delivered a capacity building workshop for Kosovo Accreditation Agency (KAA) as part of the WUS- Austria Project “Internal and External QA for Kosovo Accreditation”.
    • 2011- delivered capacity building workshops for the National Accreditation Body of Montenegro at the Ministry of Education and Youth in improving their model for accreditation, MONTENEGRO.
  • Capacity Building for University Staff on Quality Assurance:
    • 2013-2014: delivered in-house training seminars and workshops for academic staff, students and university administration as part of the EU-ESF Project BG051PO001-3.1.09-0004 on “Improvement of qualification and academic career advancement system”- Plovdiv, BULGARIA
    • 2009-2010: Training and capacity building for the development of University of Montenegro quality assurance strategy in line with the Bologna process and ESG expectations. MONTENEGRO
    • 2006: Delivered training seminars and directed working-groups’ sessions for universities’ staff in Croatia as part of the EU- funded project on “Higher Education Mobility: Diploma Recognition Policy and Legislation”.

Other relevant work experience:

  • As the Secretary General of the National Evaluation and Accreditation Agency in BULGARIA (2002- 2008):
    • Organised the development, implementation, monitoring and periodic review of the system for internal quality assurance of Agency’s operations, evaluation and accreditation methodology, code of conduct and protocols;
    • Managed the annual staff appraisals of the Agency’s administration and approved the individual career development plans of the Agency’s employees;
    • Organised and participated in the work sessions of the Accreditation Council with deliberative vote in considerations for institutional and programme accreditation.
  • As a Vice-Chair of the Selection Panel at the Ukrainian Ministry of Education and Science (2018-2021)
    • was responsible for contributing to the development and implementation of criteria for nomination and appointment of the National Accreditation Council for higher education in Ukraine.
  • As a Quality Assurance key expert in a number of EU funded projects:
    • Was responsible for training and capacity building for the development of University of Montenegro quality assurance strategy and establishing a quality network involving all Higher Education Institutions (HEIs), as part of the IPA Project: “National Qualifications Framework and Quality Assurance in Education Montenegro” (2009-2011);
    • Was responsible for the development of a quality assurance Guidebook for universities preparing for accreditation by the National QA Agency of Romania (ARACIS), as part of the project “Technical Assistance for Institution Building in the TVET sector” (2007-2008)- ROMANIA
    • Was responsible for drafting state level standards and guidelines for quality assurance and a Road Map for the implementation of quality assurance in BiH for 2008- 2010- under the joint Council of Europe and EU project in BOSNIA AND HERZEGOVINA
